Exactly right Steve, the questions make very little sense at all. I never knew if I was answering the question that they were asking.
Fucking nonsense.

Personal = learning for personal gain (i.e. hobby/interest)
Professional = learning for your job
Just guessing here BTW

Well they are two different things but can run concurrently in such a profession, in helping others in a professional manner you learn things about yourself and working within a social work environment you are probably exposed to certain things that make you learn more about yourself than a normal job, like how you feel about certain issues and how you should / would react etc

i think in social work the personal aspect will be more about devolpment of your self through the issues that happen in your job and how you react to certain situations

Personal learning : you have to know yourself before you can go wading into the issues involved in social work e.g. emotional intelligence, johari window etc.
Professional learning: learning for the sake of your profession, I.e the skills involved etc?

I would of said something along these lines.
Perhaps, personal training is training you undertake yourself such as researching an area to gain knowledge on a subject
Where as professional training is more of a formal training regime.

so if this is the case why couldnt they word it like
"Explain what you would learn from Social Work employment, from a personal aspect, and from a professional aspect"

I just re-read the OP, I think its more of you will get proffesional training before you start the job, but personal training is what you learn on the job??
In which case, steve's question would be asking something different.
