Your offset could be the problem.
Whip your wheels off and stick your head in the arch, there will probably be a clean/shiney spot where the wheels are rubbing. Dependant on where it is depends on what the problem could be.
My guess would be your wheel ET is low causing the arches to catch the tyre.

Its more of a metal grind aswell just when i have one person in the back.

I put exhaust rubber on my axle, untill i get a new exhaust (:
