Its the same as the UV debate and skin cancer, you cant actually subject a load of humans to UV and see if they get cancer you have to work on reasearch on animals, chemical analysis and statistics.
No, they use the term possibly because it's a tenuous link.
If some certain compound is mixed with some other compound in some exactly specific amounts, then it may lead to to the production of a carcinogen.
You cannot infer from that that Sunset Yellow colouring causes cancer.
