I unsurprisingly agree.
Majority of police are there because they can't get another job.
People with degrees who go on to be police are clearly wierdos and/or have mickey mouse degrees so are probably also illiterate.
Good to see that someone in a position with a bit of clout publicly agrees.

Spelling and grammar is generally appalling, I'm sure police aren't alone.
You want to see my bosses real-world spelling ability, if it wasn't for his secretary no-one would have a clue what he's on about. Building Surveyor & Engineer with god knows how many qualifications behind him.

my old man is a retired copper, says most of them now can spell etc
he says when he joined the police in the 60s you had to be tall , male , and have qualifications. now you have to be a woman or black to get in ..
he allso says there are more bent bobbys who cant be arsed to do a proper job than ever.

There are always exceptions to the rule, but generally, intelligent people have excellent grammar.

Spelling and grammar obviously aren't 100% necessary to be successful, it helps though.
In a setting like court, when they are messing with peoples lives, you'd at least expect the guy giving evidence, who's word will be taken over yours, to be able to read and write.

I had a policeman spell my middle name 'Gorden' when the driving license sitting in his lap clearly and correctly spelt it 'Gordan'. I don't think the problem is illiteracy with some of them, it's just as has been said - that some of them couldn't put a nut in a monkey's mouth

i respectfully disagree
while at uni we were invited to a talk given by the local police recruitment officer who said with a degree we could enter teh "fast track" scheme which could have us at inspector in X number of years.
i forget the time but it did seem quick, there are ppl in the Police force with worthwhile degrees who go on into CID
