I'm sure strick will know better, but I doubt anyone has won £28m before!
Think most bookies will restrict it to £1m after having a quick google on various things.
Seems the biggest I can find online in the UK is that fella from earlier in the year who got £1.45m off the tote at the horses

A lot of bookies have a maximum payout limit. Ladbrokes used to have a top limit of £200k on football (iirc)

Bookies have maximum payout limits, the biggest bookies being £1million (reputable bookies).
So in terms of a bet coming in that could pay 28 million you would get the £1 million limit, always best to check with the bookie you are placing it with though, because some (ie, stan james, boylesports) have a £250k payout limit, and whilst you would be happy to win that, if your bet paid £1million and you only got £250k knowing if you had done it with coral, ladbrokes, or willhill you would have got the million you would be pretty pissed off.
WillHill may have changed its limits lately though, and they vary massively on sports as well.
In terms of the tote bet paying £1.45 million, this is the only bet that isn't subject to a payout limit, because it is formed from a pool so simply however big the pool gets is what you play for (less the totes 27% fee)
