Why would you use a helicopter to put a christmas tree up in a heavily built up area?

2 things with helicopters, A) if operating over built up areas they must use twin engine aircraft, this was a single engine eurocopter as350 squirrel, and B) if doing operations like that they should have been using a proper cargo sling so should be operating a lot higher than they were and shouldnt have put the pilot or surrounding ppl in any danger, i would be suprised if the insurance would pay out on that aircraft due to been operated incorrectly
