I used phpbb for a good few years very easy and good to work with and can do plenty with it too!

IPB is slow.
Although if its a new one I would go with Wordpress so you can get content in there yourself without waiting for critical mass.

Don't use XMB, full of bugs and slow unless you index the DB properly.
