it says inoperative or defective. surely that means that if it isnt there in the first place it can't be defective or inoperative.

Doesn't say anything like, there must be cleaning or leveling system, cause i understand that if there was a leveling system on the car and it failed, it means it could in turn, blind other road users as the lights could aim to high, however if there is no leveling system and all is setup correctly, then thats one less thing that can go wrong?

Spare wheels isn't part of the test, unless that has changed recently too.

i love the way that everyones hopping about the HIDs when there are potentially worse things there..

eg - suspension inapropriately repaired or modified
Airbag missing when fitted as standard
ABS system missing

etc etc

i think it boils down to common sense, if you have an oem steering wheel with the airbag gone out the middle and all the wires hanging out then its going to be dodgy as fuck and a fail.

but if you have an aftermarket wheel and all the airbag stuff removed including the airbag ecu and loom, then i dont think it will fail.

may be wrong though

"A passenger door cannot be opened from outside the vehicle using the relevant control" - that's interesting, not sure why the passenger not being able to get in would be classed as unsafe.

Isn't it something to do with not being able to be opened in an accident?

Either way, I'm glad I'm not really into modding anymore, MOT time isn't such a worry

Imo not sure if this HID thing will ever be cleared up, according to those rules it doesnt say that a car without HID cannot have them fitted.

But the police seem to say different from what i have heard from others,

i cant understand if something passes MOT its surely fit for road use, hence the police shouldnt have a leg to stand on

As far as police know, they've had an MOT with normal lights and changed back. Like loads of people on numerous items for MOT
