EDF and several debt collection agencies have, for the last two months been harrassing me about a bill which isnt mine. EDF tried to tell me I had put this outstanding account into my own name but I insisted it had been fraudulently done. They listened to the phone call and confirmed it was him pretending to be me on the phone. Is that completely legal?

nope, it's fraud - tell them to GTF and contact the police.
