Extended the question...

How does one go about getting a guardian? I'm guessing the most direct way is next of kin. What if you don't have any?

i always wonder if people that are blind from birth have dreams with images in them, as they have never seen anything, surely their brain wouldn't be able to invent anything?

I remember watching a shitty film with Val Kilmer in it. He had an operation or something to gain vision. He looked at a coke can and didn't know what it was because he couldn't process the image in relation to his thought or some bollocks?

They have dreams but only audible dreams, they don't see anything. You can only dream about what you have seen or heard before, your brain can't make things up like you said. So any people you see in your dreams are people you have seen in real life, whether you remember them or not.
