Yes but would look pretty crap. Cant you pump some bonding glue behind it and clamp t back to the arch and wait till it dries before removing the clamp? Just an idea i havent actually tried this.

As said above mate, yes but it wouldn't look too good. I'd try mounting a bracket to it that isn't visible

Dude,mine's like that on the drivers side.

Just put the bumper into position next to the arch so it looks straight then put two small self tappers on inside of bumper.
