I currently moderate (yes you read it, I'm a moderator etc etc), a car forum. But imo it's on the cheap, I've got permissions to do more/less what Admin can do (long story, short: guy 1 had it, sold it to, two guys who own 207oc & now 208oc, guy 1of2, has 'quit' due to trying to do a runner with the proceeds etc and now guy 2of2 has more/less given up and wanting to sell it, I was going to buy it but I haven't got a spare Ł300 lying around). Anyway, I was trying to do what Ian does on this, with the new members for the post count but I can't seem to find it, now is this because Ian & Co. have paid X amount to have decent software installed so they can modify the website, to their hearts content, and SMF is a cheaply ran version with limited access?

It's likely that site will be running some off the shelf script. If you've got access to the server and know the language you could easily add your own functions into it mind.
Ian's quite a clever chap and as far as I'm aware the CS script is massively customised by himself/Tim.

Just had a look. You're extremely limited as to what you can do. You'll need the details of whoever set it up I think.
Best thing to do would be to find some migration software and move over to phpbb or invision power board / vbulliten etc.

Your version of SMF seems outdated (1.1.6 whereas the current downloadable version at http://download.simplemachines.org/ is 2.0.2)?
SMF is just as good as the other forums free or paid for, if I were you I'd try getting access to the website control panel and do a backup of the database, and then either set up a test site on your webserver/your PC with webserver software running and import that database info just to see what the upgrade does to your existing site.
The last thing you want to do is upgrade the site in-situ with no backup and it completely fucking up

Also - can't remember what CS runs, I think it's a heavily modified version of XMB.

aye I used to play around with xmb a lot years ago and seem to remember them having a list of most popular xmb based forums and CS was like number one.
