Check the modems status page (you'll need check Cableforums.co.uk or VM's community forums for info on that) and see what the up and downstream levels are like (again cableforums or VM's will tell you what is acceptable); i suspect there is an issue with the upstream but it could be anything.
It might also be worth leaving the modem off overnight and see what it's like it in the morning.
Either way, if it continues phone VM and get an engineer out.

Well VM should be giving you a 10/1 ratio connection, so the upload should be 5Mbit-ish.
It could be something as simple as a profile issue, hence why i suggested leaving the modem off overnight, or something a tad more serious like the upstream levels are too high/low (which case you'll need an engineer).
Might also be worth doing a few more speed tests (other London locations, as well as local locations) and seeing if the upload differs. Similarly do a few at off/on-peak times just to make sure your local UBR isn't oversubscribed.
Either way, give VM a bell and see what they say.

Kippers, if that was done using wireless try another using a wired connection to the router (assuming you're using the super hub, if not, do a connection straight to the modem) and see what speed reports.
Forgot to add that using wireless will hamper the results.

Upload needs to be around 10% of your download speed.
Post your upstream and downstream levels and i'll tell you if they are right.
Levels may have nothing to do with it though, could be a faulty tap port in the street cab, probably worth calling in if it persists.
