Am I right in saying this is electric power steering?

If so is there any way I can remove it without having to get a different steering column?

Its integral to the column, have it all.

Black frame thing can stay there but that is peculiar to EPAS as well so if you're downgrading your upgrade you'd need the manual version of that part.
