I assume you have all the filters in etc?
all telephones connected are connected to a filter first?
Reboot your router, check the speed again.
If its still something similar, try running a diagnostic line check (Im sure EE might have one in the members/support area?).
The speed shouldn't be that bad, it sounds like a fault.
In general, your speed is governed by the distance from the exchange or the green roadside box if on BT infinity. The further you are, the more degraded the signal will be, however this distance is taken into account with estimated speed checks, which are normally not too far out.
