Set of 4 fully balanced up and straigght had a quik paint job but could do

Well how are they fully balanced up with no tyres? Thats why i assumed they came with tyres.

They were on my car so were balanced up, now they are off the carr with my cesaros fitted to it with the tyres that were on these
