I had the same problem with my Ibiza. Turned out to be a bulb that had gone faulty where the brake light filament had touched the rear light filament

I was behind an Insignia last night on the way home, having a 'spirited' drive with it on our 'private back roads' and his brake lights we flashing under heavy braking. I thought he was pumping the brake, but by the sounds of it its standard now???

My Astra flashes the brakes if you brake hard.

Light perm on can be if you put a single filment bulb in a stop/tail holder.

Seen a few Astra H with reverse lights stuck on. And the early Js flickered.
