Got back yesterday, had no issues at all whilst we were there. The only destination that was shut down was Liberty Island but you can still sail straight past it on the free Staten Island ferry which being DoT, I had expected to be closed but alas it wasn't so you can still take touristy photos of the Statue of Liberty. There was nothing else in the city that hinted at there being a federal shutdown.
