Either way, presumably an owner who is far from familiar with the concept of tax disc theft, when the disc is on the INSIDE of the screen.

He/she probably gets hit on the arse by doors quite often too.

They'll probably either pay on line or via phone and then gaffer tape their lap top or mobile to the screen.
