it says conditions permitting. Which is correct.
I think it's a valid point, for a regular driver you with a cautionary approach as you are aware of the potential risk. An unsuspecting driver should do the same but reactions to a situation unprepared are always going to be slower.

That seems an unusual move.
Also, is this the same road you were referring to a while back? The Hereford to Worcester road where there aren't many opportunities to overtake trucks? If so, surely you already knew about the junctions and should have been driving with that in mind, rather than having to rely on your apparently 'cat-like reactions' once you'd found yourself in shit street due to poor advanced planning?

I was more referring to the fact that you expect the road to filter cars off safely if they need to turn, or terminate the overtaking lane before the junction, not even any slow markings in the road either as you can see.
If the road is dual carraigeway its reasonable to expect to be able to overtake without having a car suddenly appear on you stopped waiting to turn on a blind section, otherwise why is it even Dual Carriageway
In my opinion, the dual part should be terminated before and a hatched section marked off for the cars turning. Anyone with half a brain can see the dangers of this layout.
This isn't the usual road, I normally take the Ledbury road. But I have driven this road before.

That's where you're reading the signs wrong, the signs don't just warn of a turn off, they also warn you about potential traffic joining the road. Someone turning out from those junctions will be even less obvious than a car stopped in your lane so I'd be thankful that you learned the lesson the easy way.
Terminating the overtaking lane part way up a hill would also bring in further risks and more potential for the congestion that it was designed to alleviate.
Finally, as Dan says, that isn't dual carriageway, dual carriageways refer to the number of carriageways, not the number of lanes.

Yes cars joining is another reason why it's dangerous, cars should be warned to slow specifically not encouraged to speed up by having overtaking lanes leading past it

You also have to bear in mind the psychology of the drivers. They will have been stuck behind something slow for potentially miles so they are going to be anxious to get past using every inch of overtaking lane if it's presented to them. It's all very well sitting in your armchair pointing out a junction sign but in reality most drivers mentality will be to get past the slow vehicle.

It's not about going slow, it's about being aware of what's coming up around the bend and making sure you have time and space to deal with it.
If you can't stop in the space that you can see to be clear then you're risking something like this or worse happening. Just because it has national speed limit signs and an overtaking lane, doesn't mean it's safe to do 60 mph along it's entire length when conditions are good, there's still likely to be bends etc. that require you to slow down. Should councils really waste money on paint because you can't be bothered to judge whether what you are doing is safe?
You may have a point, there may be something that could be done to make the junction safer but it's hard for me to see when what you describe doesn't match what I'm seeing.

Something else to consider is you could be overtaking 2/3 hgvs up here and the junction signs could easily be obstructed from being seen at all
