I think it is quite a strategic move looking at the overall expansion of the business. They currently have 2 test tracks, 1 at Gaydon (main engineering base) and recently bought the Fen End site (Prodrives old digs). There is also a museum next the the Gaydon site. I think the idea would be to move the museum and public driving events to Silverstone, allowing further expansion/extensions at Gaydon, then the more 'secretive' testing can go to Fen End.

£23mil for Silverstone I think is quite cheap!
