window i get an eye picture with red round circle with horizontal while line through it .what i this what does it do .wen i open it it say a address or link then has blocked next to it

the box which opens wen i click it is Privacy report then it ha s a site column and cookie column the site is listed the it says bloked in it in the cookies column
