Nearly all tints are illegal on the front side windows now.
The film may allow the legal limit of 70% light through but when on your window will probably only allow 50% through.
My standard windscreen only allows 80% light in and looks clear to me!
The blue black ones allow 2% through the top half and 10% through the bottom (as tested on the car by the local police!)
Ive chopped the black half off the front side windows now and will take the top half off if i get pulled again.

Its not illegal to have ANY non factory tint on the front 2 windows.
Even with the old law, if you went for a (then) legal 22% tint, the factory tint (usually 5-10%) will take it over anyway.
Either bite the bullet and go for the tint (light smoke on the fronts), or just get the backs done.
I've got 30% on my front 2 windows, which is is illegal on both the old and new laws, but coz i drive a pretty subtle car + drive sensibly, and dont go places like southend or other big cruises, there not much reason for the cops to pull me over.
IF worst comes to the worst and you see the flashing blue lights, wind both ur front windows right down. Legally they cannot force you to bring the front glass up, and so cannot/will not test them.

Check out the Road Vehicles (Construction and Use) Regulations 1986.
Section 32 states
Light Transmission of Glazing - Summary of requirements
Motor vehicles first used between 1/6/1978 and 31/3/1985 must have windows which allow at least 70% of light to pass through. Motor vehicles first used on or after 1/4/1985 must have windscreens which allow at least 75% of light to pass through - all other windows must admit at least 70% of light.
These requirements do not apply to:
any part of the windscreen outside the vision reference zone (as defined in C&U# Regulation 32(13));
windows through which the driver is unable, at any time, to see the road;
windows in ambulances which are behind the drivers seat;
windows in buses, goods vehicles, locomotives or motor tractors which are behind the drivers seat (except those which face the rear - as defined by C&U# Regulation 32(12) - or which form all or part of an exterior door); and
windows in cars which are fitted behind the drivers seat and which bear an e mark indicating type approval to the European glazing Directive 92/22/EC.
The law only stated the windows though, as of 1st of jan it was ammended to include window tints - SEE HERE

Tints were never classed as legal, just the law only stated window before and now they've changed it to say window + any tint applied to it as it has an affect on the window.
Dont matter when you got them done, just hope you dont get a copper who's bored and decides to go out with the tint meter to check every car with tinted windows and hit his fixed penalty target for the month!
