thats quite a mess, will take quite a long time to sort out. You should notice a big difference when it's finished. I.e loading up simple programs such as explorer and the internet etc...
should do this about once a month

no its not...
you want more memory? or more space to store things? I assume you're talking about the latter.
You can either buy a bigger hard drive and have it running in parallel with your existing one. Or free up some space somehow.

How much music have you got stored on there?
If your desperate for space you could burn them to CD and then delete them off the harddrive.

as with all things, if you pay more you get better quality.
I'd recommend Western Digital, Maxtor and Seagate

Western Digital and Seagates are the dogs nuts for quiet fast stable drives Maxtor are pretty good, although i they run alot hotter than seagates and are abit noisy.
But stay away from IBMs. Ive know loads of people whos drives have totally fooked up on them and they couldnt recover a thing from the driver, so lost loads of work etc etc

Video cards and power supplies maybe, not hard drives though. Unless it was caused by your PSU?

yeah i've known a few motherboards to do this. It's usually down to a dodgy power supply though. Even ones that are made by Antec go up in smoke. Just luck of the draw
