Start in safe mode and then delete it maybe? That should stop the file from starting? Also try renaming the file if you can and then rebooting, that might let you delete it then?

what's the name of the file?
it might be a spyware.
get the name, then right hand click on your task bar, task manager, processes, look for it there, end process. Then delete the file

find command prompt under accessories, or type cmd into search.
now you have to find the file. type cd.. to go back a directory.
type dir to display the files in the current directory
now to go into a directory, for instance to get into the windows folder youd type dir c:\windows
keep going until you find your file then simply type del c:\filename.jpg
seems a bit long winded but its the only way i could find of doing it!

the problem is what kz highlighted above. the filename will be too long for windows to deal with. but in the CMD prompt, you can only have a maximum of 8 characters in a file name, you must type the first 7 of the filename and represent the rest as a ~.jpg for example. you also have to use the DEL function in CMD.

you dont need to get into the actual file. just so long as you have the address of where it is... just type that but with del in front of it. PM cybermonkey if you get stuck as i think hes the guy that told me how to do it in the first place

I have a similar problem.
I can't delete any of the files in Temp. Internet Files except cookies neither manually, automatically nor thru DOS.

use the folder pane, you will see there are actually no files under temporary internet folder, instead there is a content.ie5 folder, this has loads of sub folders, just delete the sub folders from the folder pane, or easier, just use te clear temp internet files button in IE
