you could remove it with photoshop but the 2 factors are
1) it will take ages
2) it will look hideous

that is good steve, but now you've said you removed it i cant help but notice the bits where you've cloned/touched up etc

removing the fence is easier than the hat, as you have areas around it you can clone, the hat is just a mess ontop of the car that you cant really fill with anything lol

ok mate, just wondered if you could removed a top layer and what used to be below it would still remain...

there is no layers its a flat bitmap, the original colours when saved would be altered to form the new image you see now, unless you have the original png or psd you wont have the layers

it could be done, it will take hours and you will need another picture od the car to take the roof and top of windscreen, as steve said its all one layer now its been saved. Best bet is to take a fresh picture.

No chance.
The person's face when scribbled out and saved as a jpg, would just change all the pixels to the colour of the scribble, if you removed the scribble you'd just be left with a white space.
