I bought my Mk4 Ibiza of an Independant dealer in Surrey, almost 4 weeks ago (11/11), when I went and bought the car, he didn't have both keys (only the skeliton key, non-remote), and the bloke said the other one will be at their other unit and he would post it to me. So left it a few days, then rang him, he said that he thinks its at his business partners house, and hes not back to the following monday (23/11), fair enough I thought, rang him again on the Friday (27/11) and he said it was posted out the day before (Thurs, 26/11), ok. Comes to Tuesday (1/12) and nothing has arrived, give him a ring, it was late 5/6pm he was busy so rang again on the Wednesday, he again said he posted it Thursday, but mentioned it was sent first class FRANKED!!! (so no traceability!  ). He says if theres a local sorting office, go and ask there, which I do on the Thursday (3/12). I rang him again on Saturday (5/12), and he says he will fill out the missing parcel form 
So situation is, I only have the backup key which doesn't turn the alarm off (have to quickly get the key in the ignition) and the remote key is somewhere in this country in a padded envolope with my address on, its not hard to put 2 and 2 together now is it!
I told him how much a new remote key is (£150 fully coded), and how much a new lock set is (£150 parts, £140 +vat for labour) which it needs really!
But what do I need to do? Inform insurance? Tell local police? How would I go about getting the money off the dealer as when I told him the prices he got all defensive saying I don't need to go that far!

Chances are hes never had the key. You would be amazed how many cars only have 1 key these days.

As above. probably never had the key and never sent it.
Stop being a girl, go and buy a new key yourself from a dealer. Send him the bill, if he pays it great, if not then consider it a lesson learnt.

We had already agreed the sale, sorted money out before I asked about it.
I could understand it I only had the remote key, but not the skeleton key

Unless it was a massive main dealer where you would have some comeback, I wouldn't buy a car from anyone else with only a skeleton key unless it was priced accordingly.
Do you have the plastic keycode thing to get a new one and with the SKC code on it for vagcom stuff?

I'd put money on he never had it mate 
Don't worry about it, there is no way a key is identifiable to a car. But I'd be a little worried and prehaps want a new lockset.
Keys from a SEAT are £79.56 @ 15% VAT. If you dealer doesn't want to do them at that price, ring Gurdev @ SMC Windsor.

It's in an envelope with the address where the car is kept

But all they have to do (i no its a slim chance, but we are Paranoidsport.co.uk), is just turn up at his house, try it, and off they go.

Then new lockset and delete all the old keys from the dsahboard memory.

You can get a new remote key, blade and transponder for about £40 or less off ebay.
You'll need the SKC code in order to program the new transponder. You can lock out the other 'missing' key but my main worry would be the lockset as the 'missing' key would still be able to open the car. if you're not bothered about paying yourself and are getting the dealer involved then get them to pay for the lot or seek legal advice before you contact your insurance.

Don't notify your insurance whatever you do... they'll just open a claim and jack your premium up for next year

Managed to get hold of the previous owners home phone number  Tried it but keeps ringing, so will try again later, see if he had 2 keys

Don't have a spare for mine, said he'd sent it to me if it turned up.. never did. Pain in the neck really, will have to get one when I come to sell it tbh
