Ive a few issues...
Firstly you dont mean perpendicular, you mean parallel.
Secondly, and assuming you have now changed perpendicular to parallel, level doesnt mean parallel to the radius of the earth, it means parallel to whichever surface you are trying to make something level to. Often a flat base such as a floor.
Thirdly, the earth's surface, although round, is not completely flat. So even going by your theory, there will be somewhere on earth that is level to pretty much everything else.
That is all.

A level line is a tangent of the earths gravitational field that is perpendicular to its diameter.

Wrong.
That is what parallel means. If the floor is unlevel and i want to hang a picture for example then the picture, if level wont be parallel to the floor.

It's down to interpretation. If you draw a centreline through a perfect circle, then where it disects the circumference it is perpendicular because the curve is a stationary point at the turning point. I am on an iPhone at present so may bung something through paint to show it later on!

Correct. If you're using a spirit level, where the bubble sits is nothing to do with the surface it's above. It's to do with gravity.

well as long as the centre line of the object and centre line of the circle (so lets say a brick and the earth) are in line with each other then that object could be called level with the earths surface.

an object does not have to be flat for another object to be level wit it. Its just finding the centreline.
