You're mistaking being able to buy the policy with actually being covered when you crash. They're not the same thing.
Plus what makes you so special that you can drive for three months without a licence and the rest of us need to go to that trouble?

Again, you're confusing your contractual arrangements with the insurer to underwrite your property with your obligations under the Road Traffic Act.
You can insure the car against vandalism on your path even if you're never even going to sit in it but if you use it on a public highway, you must drive in accordance with the terms of your licence, which if it is provisional is that you are supervised by someone over the age of 21 who has been driving for more than three years.
If you are not supervised, you are driving not in accordance with the terms of your licence with also then means the insurer has the right to cancel the policy if they so wish.
