His example:

his english is actually correct. You refer to a team as 'is', as it is a proper noun. 'Are' is used for the collective.

Arsenal is a boring team, not arsenal are a boring team.

Paris is a rubbish city, not paris are a rubbish city.

Works both ways. If you used Liverpool it can be both. Depends on the context. Liverpool is boring (as in the city). Liverpool are boring (as in team).
