We'll I'm stumped.. Converted to binary and its meaning less.. The repetition on the last few characters makes me think Base64 but I cant see how its offset/encrypted..

GCHQ is usually piss poor for salaries but then again it's probably a fairly interesting job compared to a lot of other IT jobs.
