I'm such a man and try to look cool on the Internet, so what I do is.
Rain water
Wait for it to dry naturally

You do the wheels with the same sponge as your moving around the car?
Lovely. I'm sure rubbing metal particles from your brake pads on your paint makes your car look awesome

Harley - wash the car, then do the tar spots, also make sure the car is dry or at least semi dry before you apply it. Otherwise you're just wasting product as it's water soluble!
Removing tar spots after washing means you're not rubbing crap all over the paintwork whilst it's still dirty
