We don't need the last 3 digits when taking card payments from clients over the phone.
If the client did it by themselves on the website they would though.

Nah, never need it to put customers payments through. Make sure you log the time of the call, and inform your bank about your concerns, they'll just eliminate any dodgy transactions.

Often if the card holder is not present it will be asked for.

Yes, if they charge you with a PDQ (or online version) they need the long number, exp date, last 3 digits, they also need your postcode and the house number.
What did they ask for?

Don't you need the CCV and postcode numbers for a cardholder not present transaction? If you hit cardholder present on the EFT terminal then it doesn't ask you.

If paying via PDQ they ask lots of questions on the machine to help verify it but in fact they only require the long card number and exp date.
Most banks do charge the client (i.e. the seller) double the fee if no CVC number is given.

Customer not present = phone transaction = mail order type transaction.
When I did plenty of stuff over the phone you have to do customer not present if they arent physically there, because if they are there I believe they ask a signature?

Yup it does ask for a signature when you do it the other way - was just suggesting a possibility.

they only asked, long number, exp date, name on card, they already have my address so didnt need to ask that.

But all they really need to make the transaction is long card number and the exp date
