Ish. It ain't no plane. But it aint a boat either. Doesn't fly, it skims across the water by a few metres (i think) crazy soviets.

its an Ekranoplan (Sp). flies just above the water at high speed,
freaked NATO out no end when they spotted it, they nicknamed it the Caspian Sea Monster.

I agree it's wing in ground effect but it's not the caspian sea monster
edit: its a later variant but not the original WIG referred to as the Caspian Sea Monster

as said this is a lun class, where the caspian sea monster was a KM class iirc, the CSM was far far bigger
look at the CSm videos on youtibe jambo, its amazing !!!

8 engines, 6 air to surface missiles and it flew 8ft off the ground.
I love the Russian attitude towards warfare 
(by the way, they could actually fly, quite high too, but weren't as controllable or efficient)

The KM class (the one jr posted) managed 460mph in testing, which could have been a low as 10ft from the water!
