I have no heating by my desk and the radiators we do have in our office are covered by filing 
Also, the boss likes it to be about 4degrees, that is nice and warm to him...

isn't there a rule saying that you cant work below a certain degree you have to be given a hot drink ever hour?

Basically, no. The room temperature should be above 16C, depending on other climatic conditions to ensure comfort, but there is no strict legal limit and no law or rules to do with hot drinks. http://www.hse.gov.uk/contact/faqs/temperature.htm

Balling, I used to work in the frozen food department when I was at the shop, so was regularly in the walk-in freezer that was -21C Got so used to it in the end that I always wore a short sleeved shirt and normal smart trousers. People on the fridges which were about 4 or 5C were always wearing coats!
Gaz sounds a bit nasty mate, hopefully it's just a 24 hour thing.
