Popular answers on Google suggest it's either to mark your location in relation to the roundabout layout, or to show you can't turn right onto the roundabout, so which is it or both?

This. I can see the confusion though, as the UK version of the sign isn't very clear with this.

It means that section of the rounabout/road hasnt been built yet, or if it has they just havent updated the sign to tell drivers.

No idea. Never really had much interest in it as common sense says not to turn right onto a roundabout anyway.

Not sure about common sense but I'm pretty sure the highway code says not to turn right on to a roundabout.

It's not about your approach, that is ALWAYS at the bottom of the sign. The only reason it's there is to tell you you shouldn't turn right.

They are piss easy to navigate through. There needs to be more of them rather than Lights IMO
