i can assure you most plod cars (in this area) don't have anpr fitted, most of traffic do but not all. as for town centre anpr, they have to actually catch the person at it, i.e pull them over as usually the car won't be registered in their name, so any summons etc will go to registered keeper. not helpful when it is registered to a trader etc

So this person has no tax, which means he more than likely has no MOT, which means the car isnt insured..soooo, car hasnt had an MOT in god knows how long, fucked tryes, fucked brake pads etc etc..could quite easily kill someone and drive off and oh yeah, no one has details on him because its probably not in his name either.

I'd say the chances of him having an MOT are slim, its not that much hassle to tax a car is it, if he can afford to run it he can afford tax.
