They'll never be an established club, they dont have the fans for it, or the financial backing.
If you can only average 19k fans, with cheap tickets, in the top division, you're always going to struggle.

Can just see Everton under Martinez now, all their players punted and run of the mill crap like Maloney and MacArthur signed in their place. Fighting relegation every season whilst picking up plaudits for playing some passing football whilst dropping points week in and week out.
