The Bush Administration suffered defeat partly due to the failing war on terror. So for them to just unfreeze him (  ) for now is just the usual paranoid conspiracy garbage. It makes absolutely no sense.
He was the head of a terrorist group who are fighting for what they believe in. The only problem is he was 2000yrs too late. One mans terrorist is another mans freedom fighter etc.
He's dead, now hopefully they will be able to track more of them. Destroy the infastructure

The problem is, if they claimed he's dead and he isn't, we would find out soon enough. So it's pretty simple really.
If they had a grave it would be a shrine and or vandalised and probably be the new terrorbomber Mecca. So right to put him in the sea.
