If a company wants to enter a car into a rally, it has to produce a certain number of road going versions available to the public.
If you ever saw that peugeot 206 with the longer front and rear bumpers, that was to allow them to enter the Pug 206 rally car into the WRC, as the rally car was a bit longer than standard due to the 4x4 drive system IIRC

Homologated mean that the parts used on the car must be to a certain spec
i.e All WRC cars have to have a 34mm restrictor on the turbo and are only allowed to use cretain approved parts
It's to make the cars all of a similar performance
