he's taking the p!ss. cheques getting lost in the post is a favourite excuse for him not sending it and dragging things out.
my company receives up to 40 cheques a week and very few get lost. however people i'm chasing for money usually try the "oh i posted it,it must have gotten lost in the post give it a few days and let me know" line.

a personal call asking for the cheque or preferably cash is better.
do you have any friends or familly living near him that could call to collect the cash?

What a penis. I hate people like this.

Adam how much was it for? I'll send you the money he owes you and then I'll arrange for the money to be collected by my friendly neighbourhood debt collector.

£40 is that all it is? What is the problem then? He must be able to find £40 from somewhere.

i would report it as theft to the police and try the smalls claims court. only problem with that is it will set u back another tenner but he will have to pay it back ontop of the £40. you can also add interest and any other costs incurred.the court will give him so many days to pay,if he misses that deadline then you can pay for bailiffs to call and recover the funds.you have to pay for them aswell but that also goes on the bill. if he doesn't pay anything you can have him declared bankrupt i think which will give him a w@nk credit rating .
also would be very funny if the bailiffs cleared out all his electrical goods just for £40 .

i would contact citizens advice bureau for more info.

i hate tw@ts who don't pay what they owe.

Give me your account details via u2u, I'll put £40 in your account and then Joe can owe me the money. I'm not in desperate need of money at the moment and I'm more likely to get it back.
