the idea of perpetual motion is, as Ed stated, attaining energy from nothing. It is similar to the theory of attaining mass from nothing, something scientists and religious followers both disagree about
the idea of attaining mass from nothing is theoretically possible through new ideas on molecule splitting and ultra high energy inputs. however, it is 10 times more complicated than creating Nuclear Fusion on Earth, a project in France which nearly all major countries are involved in.
To talk about Perpetual Motion on Earth like it could happen is rediculous. even in a closed vacuum there is minute amounts of energy loss.
