I do believe the Nissan MPV is probabaly the slowest (in recent years). Out of cars made today the base Fiat Panda 4x4 takes 20 seconds to go from 0-60, probabaly making it the slowest. The 3 cyl 6v 896cc Matiz takes 18.2 seconds to go from 0-60. It will be fairly hard to top the Panda these days, you can get cars less powerful, but the Panda has bigger power loss because of its 4 wheel drive system so you'd need something with almost no power (or very heavy) at all to top it .

Theres a 500cc Fiat, about the size of a tin can. Sounds like a lawn mower. Thats got to be the slowest car ever.
Edit: Or a MK3 1.1 popular plus fiesta! Actually faster to walk!

I had one 1993 model as my first car it actually took 24secs 0-60 timed by my mate in passenger seat.
