Because the points Italy aquired in the WC wasn't enough to take them above Brazil, that's what being the best is about, accumulating points all year round, not just a tournament.

I know what your saying, the system is at fault, but Brazil have to be in the same system aswell and they've been top for ages, USA play bad opponents to get their ranking but they beat the system in order to do that, by choosing the shit teams to play against. Italy need to continue their good run and they will reep the rewards.
