Its there in case the lights are broken, easier to clean up if the bits are taped together.
Not strictly necessary on the road, but then neither are rear spoilers or body coloured bumpers.

Seems silly if bad boyed bonnets are legal.. and eyebrows and headlight masks.
They all cover some part of the headlight unit..

tape goes over the headlight, this would affect the beam alignment, the beam alignment has to be legally correct even in the day

see my avatar, the bmw has tape over the headlights, one of these will be removed, maybe both for better air intake..
u need them on alot of tracks.
My bmw doesnt get used much.. infact, its not been used barely this year, but it will only be used for running itself in, track use, and it is a track car.
is urs a track car?

If X's of tape on windows used to stop them blowing in when bombs went off in Londons blitz, i dont see why it wouldnt work.

i got stopped after mersey tunnel on sturday with tape on my lights and coppers wernt fussed like, even had lights on so they were clearly visable

Beam pattern needs to be legal. Whether tape alters that or not I'm not sure.
Plus they might not have noticed/cared.
