Personally, i use www.i-websolutions.co.uk - uk hosted servers, not resellers (co-located somewhere near the thames i think) and are pretty cheap. Never had any problems and have full cPanel/MySQL (which i noticed a lot of hosts 1&1, hearts etc have their own cacking panel).
Heard dont like downloads, true. They have automated systems so if your account uses more than x% of the servers resources, it will be suspended. Only one of my customers have been suspended for this & they had a 40mb file downloaded 400+times in an hour. If you want to host sites like that cheap, host it in the US.
Thats what i dont understand, you're paying for the bandwidth and hosting, so whats the problem? It just seems a bit of a pisser that they can't provide high enough spec boxes, like everyone else, to cater for events like that when a user has downloads on their site.
And UK hosting is slowly getting in line with prices of US - can pick up some good packages if you look around a bit
