I've been to Paris, Amsterdam, Bern and would go to them all again, so you definitely need to do them.
Switzerland is fucking amazing, would be great driving round it, but they have wierd rules, you have to turn your car off if you're further than 2 cars back at some traffic lights and things like that.

Paris for 4 days, Bern on a day trip whilst in switzerland for a week, Amsterdam for 5 days, and once before for a day whilst on a week in Holland.
Amsterdam is definitely worth the trip.

Emissions, they're VERY strict on cars out there, not allowed engine mods at all, not sure what they're like with tourists.

Same as anywhere else really...
My week in amsterdam cost £160 for 4 nights and cheap return flights, so about £33 a night, the place was like a travelodge.
Paris was similar, but the place was a bit crapper, as it was a school trip.
You'll get cheap places, expensive places, good and bad, same as every city.
Go for a place you know the name of (Ibis are international) and you'll know what you'll be getting.
