I've called the local council to ask for advice but that dept don’t work weekends. The guy said he thinks the environmental team will be able to help me if i call back on Monday.
In the mean time i think I’ll just go down stairs and say something like.
"Hi, i don’t mean to be funny...but when you smoke out of the window, it all drifts in through my open window. Would it be possible for you to smoke out one of your rear windows because it is very rare i have those open"
I think they'll have every right to say no, but i guess we'll see.
If they do say no, then i might just have to bring some speakers home from work and pump out a trance mix every night

They may say no and suggest you close the window and open one of your other windows
