No no, just qualifies through the residency rule
However, isnt Hargreave sonly 1/4 English (ie one parent is half Enlgish)?

Owen Lee Hargreaves was born in Canada, But both parents where english, they emergrated 5 months before his birth.
So he could play for both England and Canada.
at 16 he was picked up by Munich and played and lived in German from 1997. After four years you can get citizenship of the EU country you are in, which he if decided to do he could of played for German.
