apart from the title which states he saw it outside a bank... in which case its very unlikely to be a ps as i dont think many people would be sitting outside a bank photoshopping a gold range rover tbph.
That car could be black & sat outside a bank. Makes no difference where the car is does it? Anything can be PS. I said it looks like a PS which it does to me.

anything can be a ps but this clearly isnt when he said he saw it  .
I dont think many people would go 'oh look at this car i saw outside so and so the other day' and post a photoshopped picture.

Some people are unreal on photoshop, so therefore a picture that had not ben edited could look like a picture that had been edited in PS, so it didn't look like it but was in fact a PS.
